N2  - This book proposes providing a series of reflections that direct public policies on communication at a time when profound technological transformations are accelerating the deregulatory, economistic trends that have been observed in the European media panorama since the 1980's. These reflections by sixteen authors based in Europe and Latin America share an analytic critical perspective and agree on the relevance of focuses that point towards the need to develop communication and cultural policies in a coordinated way. 
The book was presented as part of the European Communication Research and Education Association (ECREA) conference held in Barcelona in November 2008, a book promoted by the UNESCO Chair in Communication and the Communication Policies Observatory, both of which are part of the Institute of Communication at the Autonomous University of Barcelona.
